The guest experiences this as inexplicable latency on memory accesses. Unlike eager copy where all the pain is upfront and bounded, on-demand paging spreads the cost over time and the worst case is harder to predict. For latency-sensitive workloads, this unpredictability can be worse than a known, bounded restore delay.
